The legislation, often referred to as the "BIM ACT", represents a major step toward the digitization of the Czech construction industry and public administration in the field of construction. Its effective date has been set for January 1, 2027, which provides sufficient time for the affected entities to prepare.
The main purpose of the law is to create a unified legal framework for the effective management of information throughout the entire life cycle of a building – from design, through construction and operation, to completion or possible demolition.
The Act imposes an obligation on selected entities (in particular public institutions and organizations managing public funds) to use Building Information Modeling (BIM) in the planning and implementation of selected buildings.
BIM is intended to bring greater transparency, economy, and efficiency to the processes of construction, operation, and maintenance of buildings. The new legislation is intended to ensure that data on buildings can be used within a unified information model, thus helping not only builders but also in land-use planning, crisis management, and infrastructure management.
